Somerset Sanitary Sewer Improvements Project
Phase 1A Contractor Update – August 17th - September 4th
The following activities are planned for the upcoming two-week period:
- Open Cut – Crew 1
- Cannell Drive – Upper Section: Crew 1 will finish this week by completing the open cut gravity sewer to Manhole 260, including all associated laterals.
- Cannell Drive – Lower Section: Beginning Monday, Crew 1 will start at Manhole 650 at the bottom of Cannell Drive and complete the open cut gravity sewer to Manhole 267, including all associated laterals.
- Open Cut – Crew 2 (Three-Week Look Ahead)
- Dott Avenue / Tayman Avenue: Crew 2 will finish this week and continue through Tuesday with the open cut gravity sewer installation from Manhole 59B to Manhole 45, located on Tayman Avenue.
- Dott Avenue / West Race Street: Crew 2 will then move to Manhole 49 on Dott Avenue and complete the open cut gravity sewer to Manhole 55A on West Race Street, including all associated laterals.
- This work will conclude Crew 2's three-week look ahead.
- Open Cut – Crew 3
- Vannear Avenue: Currently setting Manhole 90 and completing the open cut gravity sewer to Manhole 90A.
- Brubaker Street: Set Manhole 32A and Manhole 78, and complete the open cut gravity sewer to Manhole 78A.
- West Main Street / Tayman Avenue: Crew 3 will then set Manhole 85 on West Main Street and Manhole 87 on Tayman Avenue.
- Seed & Mulch Restoration
- The restoration crew is currently working in the Brierwood and South Edgewood areas, weather permitting.
- Blacktop Paving
- The paving crew is currently working on Terrilin Drive.
- The crew will then move to the Brierwood “change order work”, beginning with preparation work followed by base paving.
- This work will also include the associated section of Maplehurst Drive.
- Mainline Lining
- Mainline lining is currently on hold until additional work is completed, and sufficient areas are ready for lining operations to resume.
- Lateral Lining
- Lateral lining is currently underway on West Race Street and South Franklin Avenue.
- Next week, lateral lining operations will move to West Garrett Avenue.

What Residents Can Expect
- Active excavation within designated work zones
- Temporary traffic adjustments or lane restrictions
- Possible short-term driveway access interruptions during lateral installation
- Temporary surface restoration following sewer installation

PROJECT OVERVIEW
The Somerset Borough Municipal Authority is conducting a major Sanitary Sewer Improvements Project required by regulations to eliminate it’s hydraulically overloaded condition. This initiative began in 2016 and is scheduled for completion in 2032. The project addresses hydraulic overload conditions caused by excess Infiltration and Inflow.
Key Terms and Definitions
- Hydraulic Overload: Occurs when wastewater and/or extraneous water exceed the physical capacity of the wastewater system.
- Wastewater: Domestic sewage or industrial process water.
- Extraneous Water (I&I): Groundwater or stormwater that enters the wastewater system through leaks or improper connections.
Causes and Prevention of I&I
I&I is introduced through cracked or defective pipes, improper stormwater connections, and non-watertight infrastructure. I&I is prohibited from intentionally being directed into the Authority’s wastewater system. To combat this, the Authority plans to replace and repairs pipes, disconnects improper stormwater links, and installs watertight materials.
Project Phases
- Phase 1 – Collection System: Foc sewer laterals, mains, and manholes, and includes stormwater improvements.
- Phase 2 – Wastewater Treatment Plant & Flow Equalization: Expands treatment and equalization capacity.
- Phase 3 – Interceptor Sewers and Pumping Stations: Improves large conveyance lines and pumping facilities.

Property Owner Information
Most construction will occur within public roadways, but some sewer connections reach private properties. Property owners are responsible for maintaining their sewer lateral up to the sewer main. If an easement is required, the Authority will contact property owners with detailed agreements. After the construction of a viewport through this project, the property owners will be responsible for maintaining their sewer lateral from their building up to the viewport/property clean-out.
